They adopted to that out of necessity for being part of WCS. There is no such necessity to use Dual Tournament over RR for the ro16. That format is part of OSL's identity, and Blizzard agreed to let them retain that identity in order to promote SC2 in Korea.

If there was a similar weekly league in NA or EU that was subsumed under WCS they would be allowed to maintain their historic format where compatible also.
