Exactly, if you don't tell rules before hand it is implied you use the standard rules...

Spain using head to head first can make sense because there can be ties in football, but not in starcraft 2 !

ties have nothing to do with it making sense or not - if there is a tie its just like they never played... the rule only comes to effect for the cases where there is no tie.

players are incredibly inattentive when it comes to such things - maps and tie-breaker rules... very many players are always badly prepared (TLO doesnt even actually care about the tie-breaker rules before he finished playing, you should play your best anyways)

players usually don't concern themself with it and play to win. Following the mapscores and calculating your position would just takes away concentration needlessly. Sucks though if an Admin gives you the wrong information.

And tournament oragnisers don't care much either. It's very common that tie happnes in group stages and organisers have no clue what rules they should use.
