If there is no way you can addapt to it as a race then you can consider things imbalanced.

I just see a lot of zerg complain about Widow Mines and I don't feel it's justified.

Well Blizzard did the right thing in giving players time to find something against it.
They didn't in the end, but it's still better management than what they did with Ghost.
