Maybe they need to pay some fee, I'm not sure. If I were in Korea, I definitely will go to play with some prepared all-in strategies :D

Masters league players with over 300 points get "priority" (and possibly seeds, if you look closely the qualifiers do use seeding) but the qualifiers have never been even close to full so that doesn't matter. After them, GOM says anyone can sign up, foreigner or not.
