Maybe they need to pay some fee, I'm not sure. If I were in Korea, I definitely will go to play with some prepared all-in strategies :D

Well, not a lot of foreigners want to pay thousands of dollars to fly to Korea just to get smashed in the Code A Preliminaries... IMO at least.

Masters league players with over 300 points get "priority" (and possibly seeds, if you look closely the qualifiers do use seeding) but the qualifiers have never been even close to full so that doesn't matter. After them, GOM says anyone can sign up, foreigner or not.
