Problem is terran's can't punish greed with the amount of creep out on the map (Z wasn't balanced around mass creep being free).
That game could've been even more exciting and close if creep wasn't so prevelent. The queen/overlord change was very good. It prevented a lot of retarded all-ins that took little to no skill. Now they just need to adjust the balance in the late game to get TvZ more exciting. Balancing the game so that one race has the advantage early and the disadvantage in the late game was always the wrong way to approach things.
Blizzard has stated that they are fine with TvP being played out like that though.

Other Zerg units definitely need a buff if the Infestors are to be nerfed. Which is why it won't happen until HotS.
