I think it is based on the player (not pro) base of each region. If they did it in terms of top pros,. korean should have gotten at least 70-80% of the spots. But this is more like the Olympics.

What I find a bit weird also is that they chose to seed the german/french champion directly, I mean Socke is really good, but I feel that Sweden is better than Germany overall. France is a bit weird also, since on one hand Stephano is probably the best EU player (or at the very least top 3), but on the other hand, we dont have any really good player outside of him. So yeah, I feel that Sweden would have deserved a direct champion seed a bit more than Germany or France.

I think they already stated that the number of players in the general region dictated the overall number of seeds. So its not too surprising NA got the most seeds since they have the most players.

I think it was several factors. But number of games sold was definitely a major one. That is why France and Germany got the direct seeds.
