It's actually still a big set back. Proxy 2rax (even with 1 rax at home) usually means a much later gas (depending how much you commit) and a later expansion. Having to float your 1 rax all the way back also means 1 less structure producing units (in case there is threat of a counter) or 1 less rax to put an add-on on, further delaying tech or units. This significantly delays any timing you could have (stim or siege or banshees or medivacs) in the future, and any good Zerg knows that after a failed 2rax he can drone like mad or take another expo unless he scouts an all-in.
