Because u can also have a TW account and play on the Korean Server.
TW and KR logon servers and clients are different though the game server is the same
Or they have some extra Battle.Net-Accounts for you to play on

Doesn't give us much hope statistically speaking :/ Part of it is that last year quite a few top foreigners got Code A direct slots. So they didn't have to take part in the preliminaries. If all of them instead did, at least some would likely have made it to Code A in that period.
