If a decent zerg sees a thor at each base and a turret or 2, he stops making large amounts of mutas because it won't be cost effective, and puts money in roaches instead, except in really uncommon circumstances. Since tarson saw 2 gas at violet's expo, he knew it was either infestor or muta, so thors are a good choice regardless, behind which you can produce tanks to be safe against a ground attack, or keep producing thors if you see more mutas for some reason.
