The phoenixes literally sat over the Ghosts for a few seconds before the EMP came down. I don't think HerO and Rain were looking, but Rain looked first and caught the phoenixes with EMP. | ||

As long as you keep the acceleration and they're not all stacked, you could see an EMP coming and then dodge and waste all or a few EMPs, ideally trying to close in on him and lift up. | ||
