No, the other person won by capitalizing on the other person's failures. There is a winner and a loser, Rain was clearly the victor. But anyone who harasses Ret before the 20 minute mark while Ret makes nonstop drones and has about 4 lings 10 minutes into the game doesn't deserve a victory.
That's not quite what he said. Looking at the winner / loser is an incredibly simplistic way to look at how a game could have potentially turned out, which is the whole point of what he is talking about.
I didn't watch the game but it sounds like Ret made an obvious yet small mistake after scouting Rain's build, whereas, avoiding that, he would have been in a good position to win. Feel free to tell me if I'm wrong though, I'm just going off of secondhand information. It would be like if you nuked your own army after being 40 supply up and lost the game - would you still be saying "hey, guys, c'mon there is a winner and a loser the winner clearly deserved the win"? I mean at some point you have to say, okay this guy was in a good position to win but he really botched it in a way that normally he doesn't allow to happen.
