if his name is in the brackets somewhere he'll get w.o'd everyone signs up for every quali at the beginning of the year but once you win you stop playing in them. | ||

Seeing as my wife just got her US citizenship, the rules are you must possess a US immigrant visa for 5 years (green Card) then you can apply for citizenship. Unless his parents are US citizens. Then he can hold dual citizenship. The are only a few exceptions such as military service which can shorten the process to 3 years.
