Maybe? Tbf I think the following is more realistic:
- Everyone who has a nuke is in power of a country.
- As such, presidents get nukes.
Therefore, I believe Onegu has nukes, because he is the leader of the country he is in.
And since Chezinu is running tor soviet leadership, he does not have nukes.
