I don't think we're dealing with a conventional mafia. It's probably just going to be a bunch of nations/characters that have nasty objectives or particular nations/characters as enemies.

But each individual will have a unique set of abilities. 1 mafia might be North korea a la Onegu (my guess), 1 mafia might be an imposter president like GB could be, another mafia could be a rich dude who wants to seize control, another one could be a bounty hunter who collects ears from stuff like superheroes.
