You can't ignore the possibility as to the fact also that in these types of games (Carol is one example I can think of) where QTs are not necessarily created at the beginning, by default those qts are unconfirmed I think. So Palmar could have started with 3 QTs and depending on when additional QTs were created or if players had those types of powers, you can still get 5 QTs with all town.
