Toad is capable of making these kinds of plays, see LI where he and VE went on an epic rampage against one another. I just don't think the situations are similar enough that Toad's play makes sense as mafia. That claim was a long time coming as they had gone through a lot of motions, this claim came kind of out of the blue. I don't think just throws his hat in the ring the way he did here as mafia when they're (presumably) not in a terrible spot. The only way they would be is if they're both mafia.
