They probably aren't both but one townie that is playing bad and one mafia would be my guess. I have an easier time seeing oats be that bad as town than damdred. Your slam lynch is pure policy. And you have to factor in that slam usually likes playing scum so if he does not want to play the game/wants to get lynched (I only remember him saying that as town) then this isn't something you should scumread him for.
