Mafia don't usually announce "I am going to sheep!" - they will usually just do so on the down low.

Town do egregious or bad things all the time, and they're usually a lot more open and brazen about it than mafia because they don't care. Mafia will try to dress up stuff with a veneer of respectability of usefulness and such. That's mafia 101. So yes, it does make it better, and it should be abundantly obvious why.
