Perhaps, but his reasons for voting were unrelated to activity. Voting a lurker is not the same as voting for being a lurker.

Since the deadline is at an ungodly hour for Europeans it would be nice if people could put votes in the Voting thread earlier on so that our votes can be on the final wagons rather than be spread all over the place while Americans decide everything
