What is the KP typing for double-typed pokemon such as Lapras (water/ice)? Do they just pick an attacking KP each time? Or will the typing be mixed, i.e Lapras doing neutral to fires.

All type effects will occur as they did in Generation 1. A fire pokemon would receive a x1 multiplier (normal amount) against a Lapras.
You will get to chose which type you want if you are an actioning pokemon. This type will be universal for all of your actions done in a phase. Ex: Gengar, A Ghost/Poison type, is equipped with a 1 shot kp move. He chooses his poison type against Scumatlarge, who is bulbasaur, a grass type. Gengar will get a x2 attack modifier, and deal 2 kp worth of damage.
Also note, pokemon types are as they were in gen 1. This means that steel and dark types do not exist.
