The most is probably two, fNatic used two tp's a lot last season Is avoiding skirmishes all together for a time not a viable strategy? Poke comps do this better than 5 TP. There are team strats that are based around avoiding 5v5 team fights.

Not counting Flash, Double Exhaust is as interesting as it gets when it comes to summoner skill strategy. Is that because most of the summoner skills are underpowered? Maybe giving teams bans for summoner skills would help make things more diverse.
