Tear is primarily for mana i think. You can't spam volley too long without a mana item.

People dislike it because he just builds without thinking about damage and only utility.Spamming volley is fine if you have another character on your team who does physical damage but when you don't enemy team just gets mr and you auto lose.This works on varus with bt/lw because he has very high base damage and his w gives him a lot of damage as well.

I dislike it mainly for he even builds it if he's far behind his oposition, it just makes no sense to punish yourself and your team even more with 0 damage early and mid game.

I don't even get why he does this build utility wise, he gets less farm than sneakycastro's ashe yet is always 40 times less useful than castro is for C9.
Even for volley spamming it's not that much better than standard.

Fnatic picked really smart vs Gambit's kite comp. Lissandra, Blitz, and Shen forces hard engages that's hard to get out off. Aatrox then slows everyone down once the fight starts.

If he wants really to volley spam he needs CDR boots, Bruta, maybe SotL to do extra damage when poking and more CDR, etc... Or just pick Varus.
