Probably the best medium is a mix of invite and qualifier slots. Valve's split between invites and qualifiers was 14+2, and realistically you could probably do 12+4 or 10+6 and still invite most of the people worth inviting. It's not really a question of who deserve what. Riot is thinking long term, you also got to help the regional scene to continue living, if you only give slot to the international tournament to the best team, then the weakest scene will eventually disappear. Also, I don't understand why they should invite anyone ? Valve's IT is not really an exemple in this regard. LOL already has a lot of different tournaments (IEM, MLG, IPL). S2 is supposed to be the tournament that makes the pro scene and the semi pro scene clash out and see if new faces can rise out.
Peronally I'm hoping that at S3 they do like a 24 team finals.
