When you're winning your promo games to higher division, for example Silver IV > Silver III - you're starting with 0 points. How many games you have to lose to get demoted again to Silver IV ? | ||

After tenacity it is 1.2 seconds. E at rank 5 (say) has 14 seconds cooldown. After c 80% CDR it is 2.8 seconds. Taric passive reduces cooldown by 2 seconds, so this is more than enough to perm stun a target. Before rank 5 E you also need to wave in an W or a Q and auto twice.
