I don't think you even really need to get permission from TL's General Discussion. If you think you can make a better guide than the current one just do it and send it to Neo via PM or whoever is in charge of TL LoL Strategy (I'm assuming Neo but I don't really know anymore).

It's Neo, but just follow the templates out in the Strategy section and go for it.

There are several important things to remember though for making a quality Strategy post.
1) If you have proof of your use of the Champion, make sure to bring it. It adds a lot to the veracity of the guide.
2) Be prepared for critique and, if people come to a concensus that differs with your guide, be prepared to possibly update the guide.
3) In general be committed to maintaining the guide as the discussion, meta, and seasons change. Too many guides have fallen by the wayside, which is why we need many more recent ones. But if you don't update it, it just falls away again.

Keep that in mind and you're on the way to having a great guide here! gl hf!
