If I had to guess, it's because sona/graves can pressure a lot harder than soraka/graves, could be wrong though.

I think it is because Koreans tend to play bot lanes pretty aggressive. This is where Graves gives you more space to breath with his passive and "high" base HP (for an ad carry) while dishing out huge burst in return.
