Actually third is you probably don't even know whether there should be a line or how to enforce it, and if so to what percent and how the US, IAEA, or international community would verify and guarantee compliance. Answer is without very stringent mechanisms, nothing at all, don't need enrichment to run one token power plant. Definitely don't need above 5%. | ||
