they're long range missiles being shot from a (single) submarine. Although, in the case of this picture, the missiles being fired are not nuclear, the submarine firing the missiles does have the capability to fire nuclear missiles. I'm not too good with photoshop but if you could imagine a nuclear warhead being at the base of each missile you would get an idea the amount of destruction this submarine could cause.

I don't know from which part of Chile your from but from my trip at the southern Chile I met a lot of people that are for sure care about others and not only themselves.
Also trying to do something is the biggest thing you can do at times like this even if you fail.
