A much better solution would be to simply remove these regimes, and replace them with a system more fitting for free countries, teaching them how to fish. This ironically requires war, and a much higher military budget, and abandonment of misconceptions like "stupid meddling american", "different culture, leave em alone", "the west is responsible", "war is bad", "charity is good", et cetera.
