I've heard three different rumors, none completely confirmed; as far I know it could just as well stay the same.
1. Base damage reduced to 10 %.
2. Damage cut in half.
3. Now lasts five turns.

3 would be the best for the game. No reason that it should stay in for the rest of the game just cause you used it once.

not sure how I feel about 3 but I love the idea of 2. I've got enough rapid spinners fully trained that I'd leave by the road side if 3 happened .

From damage calcs I saw someone do, the damage hasn't been affected.
