I noticed that last night while I was on. I was going to message an officer to let someone know, but I don't think any of them were on at the moment. Glad someone grabbed it just in case so it didn't get nabbed by someone shady. =p
There was also a bit of currency (2ish stacks of chaos, if I remember correctly, some various less-valuable currency), too, when I saw it sitting there. Hopefully you got to that, too.

I tried to do that the other day, too, and got the same failure message. I just ended up purchasing it through the official website and paying with PayPal. I don't know if that's an option for you, but it worked for me!

Okay so I played through with witch. I went for lightning damage and summons but killing the final boss was near impossible alone. Every time I got inside that bubble thingy I just died. So I'm guessing that spending all those points on summons was a huge waste. What do you recommend as a late game build that would make me useful in cruel so I can get to farming regret orbs?

Some people would argue that dominus is questionably tuned.
Just pay some nice kind person 1 chaos and they will kill him for you in a decently safe manner and then you can move on with the game without being too concerned about it.
Alternately, start from scratch 
I really don't recommend blowing regrets on a sub level 60 character.

So what's Domination like? When I first created my char I assumed that Domination was just the softcore version of Nemesis with the extra prefix or whatever they're called on the rares and expected my Nem char to go there when it died.
But looking at the description it's pretty different, is it a lot harder than Nem and they basically expect people to get ganked by some of the mobs at shrines so didn't do a hardcore version of it, or is it similar difficulty wise and GGG just like to mix it up?
And for when I get back to him on my new char, when Dom does his blood rain thing do I stand still, or run over to him to stop/reduce the damage?

I don't notice any special difficulty with the shrines...you can usually pull small groups of the monsters away and not deal with the huge pack all at once. For that reason, it's almost certainly easier than Nemesis since we don't have to deal with the Nemesis mods on special mobs.
As for Dom, the big yellow circle on the ground is the safe zone from the blook rain. Usually Dom is standing in the circle, so it's not exactly a pleasant place to be for non-melee characters, but it's almost certainly better than the rain unless you just slam every health flask you've got.I've not yet done Merc. Dom, though, so the spike damage may be worse there and might make the rain a preferable experience. In any case, the blood rain damage stops when you're in the circle.

I haven't played Nem yet but, I would consider Domination easier. The shrines don't really make it harder unless you're overly ballsy and jump to them when you're not in a condition to live. Some of the shrines make you so OP, it's fun. I'm pretty sure the mods in Nem make the game harder than Dom...
When Dom does the blood rain there is an area around him that doesn't get hit, so during it you want to be close to him.

Apparently if you stand inside his "circle" the blood rain doesn't hurt you.
I don't really have experience with that, I just TP'd every time he used blood rain and then waited out the rain in the invincibility period lol.
Domination is definitely easier than nemesis, it was the same way last time I think. The monster mods are really hard, the shrines are like "oh sweet free monster packs". You can usually aggro half the shrine, take the baddies out of the shrine radius, kill them, then grab the shrine boost to kill the other half. Sometimes shrines spawn on top of each other, then shit goes down. However, thats usually still desirable assuming you have decent AoE damage.

I love the triple-shrine clusters. IB or Spec Throw (depending on which character I'm playing), or any other solid AoE attack make it pretty trivial, and you get an enormous pack of mobs...tons of XP for very little work!

Acceleration plus ST is super fun, whenever I get that, everything is cleared.. I have such a huge range with it and plus it buffs my single target a ton too.

I haven't decided whether I like the projectile moving faster and further is more than it moving slower and hitting mobs more often in the same area. I suppose it depends on whether you do enough damage to one-shot everything. Acceleration is certainly more entertaining, though, since the weapon just flies offscreen for ahwile and reappears later, mowing everything in the instance down.

Just thought I should jump in and add some about the Dominus fight. Best way to handle the rain is to have him pulled towards the stairs, so when the rain starts he is on top and the circle reaches the stairs so you can stand away from him and be protected.
A good point to teleporting every time during the rain is that he does not spawn any mobs while you are in town.

thats the thing, I kinda would like to be able to solo the dude, but although I do decent damage im like paper, respawn hit twice die rinse repeat. Should I be going to the strength side to the left of starting point or carry on down the right side (I think its shadows default) side of passives tree?

PoE is designed so that you need to sink a sizeable amount of passives into survivability. Even on softcore modes.
Just link your tree and somebody can give you some tips. Usually there are clusters of life nodes within 1-2 "travel nodes" of whatever your tree looks like so grabbing those is a good idea.
If you seriously wish to kill him solo, I still recommend starting from scratch and building a character that will be capable of doing that.
If thats too much for you, I recommend paying a chaos and having him killed so you can continue to progress and explore your build options.

Anyone know about how long it would take me to get all the domination shrines for the achievement? Or is it mainly RNG like finding inner treasure for the nemesis one?

The hardest one to find afaik is the god-mode one which I've only seen in level 66+ content but for all I know it could spawn whenever.

you don't need to pay for a boss kill on softcore at least. jump into a public game and stay alert, stay alive. usually there ar ea couple high level guys to carry you
but yea leveling in this game is all about pulling the biggest mob possible and killing them. dps is nice and all but you need some survivability as you get into cruel difficulty if you wanna level faster.
look at kripparian's 'how to level fast' videos for some areas to farm before you can progress. you need to do this after about act 2 cruel difficulty

I considered Shrines to be helpful until late Merciless where I first was able to oneshot myself to Thorns Shrine, lol. And in lvl 70+ maps they aren't really helpful, but you easily dodge them. No idea how hard Nemesis rares are, but Shrines definitely aren't helpful later on if you just charge into them. Anyway, I think half of my deaths come from Leaping into a Thorns Shrine and immediately dying. Since doing 70+ maps, I always use Granite when I see a Shrine.
There is just one Shrine that can be even more deadly than Thorns Shrine, it's the Hexing Shrine. If you get Punishment you'll have one mad Reflect Curse on you...
Acceleration Shrine with Leap Slam is the most fun thing ever, btw.
