They probably wouldn't even accept 30-40mil as his value is just going to keep rising, especially with the world watching him in champions league this season. not to mention this is wenger we're talking about, the most he's ever spent on a transfer is £15mil. he's only just spent the rest of the transfer funds recieved from selling adebayor and toure, let alone cesc and nasri.
