I didn't intend to buy a full set of p9, if that's what you're asking. But around ~1k should be reasonable. All I have left is a set of workshops, a mox sapphire and an ancestral, not intending to sell/trade those since they're sentimental pieces though. I used to play keeper, stax or control slaver in t1 and rock or madness in extended, as well as whatever used to be fotm in t2 at the time.

You are unlikely to find any decent Control deck in Legacy for under 1k USD. In fact, you're unlikely to find any Tier 1 or Tier 2 deck in Legacy for that price level. This includes the decks that don't run Blue dual lands too since you're still forking our for Wastelands, Karakas, Candelabras, Tabernacle, or other very expensive cards.

However, I want to ask you why do you want to play Legacy? Is it because you want to enjoy a format where the card pool doesn't rotate like Standard so you won't need to keep constantly buying new cards?

If that's the case, I recommend Modern instead. If you haven't heard of it, Modern is a format that was created only a few years ago. The card pool is basically every main expansion every since Mirrodin/8th Edition (i.e. cards with the new looking borders when they changed the card design). Special sets such as Commander are not allowed unless the card was also printed in a Standard-legal format. Modern was designed as a much more accessible version of Legacy because it's a non-rotating format which lets you keep playing with your cards, but doesn't run into reprint problems since it doesn't have anything on the Reserve List. Modern also has a strong thriving scene in a lot of places and a lot of interest so you should be able to find people to play.

From a cost perspective, the Tier 1 and Tier 2 Modern decks range from around 500 USD (including sideboard) to 2000 USD so you'll be able to find something within your price range and competitive. There's also a range of strategies and styles you can play, although because the card pool in Modern is much more limited so I do want to highlight that things like Turn 1 Combo kills aren't a thing. Also, the idea of thing such as Control have shifted since you likely last played. The idea of Draw-Go control don't exist anymore and Wizards has placed a much stronger emphasis on trying to have people play "real Magic" and interact with each other.

That being said however, you said you liked playing Stax, Rock, and Madness. All three of these archetypes are represented in Modern in some form (although again, not exact clones). For example, Lantern of Insight decks basically act like a prison deck like Stax did, GBx Rock is around in flavours of Jund (the name for Black-Red-Green) or Abzan (the name for White-Black-Green), and for a tempo-aggro deck like UG Madness there's this archetype called Delver, which is based on a Blue aggro card so good it literally spawned an archetype around it in every single format (including Vintage!!).

Hopefully that gives you a starting point to do some research and learn more about what MtG now is like before you commit to it.

Thank you very much for your advice Moonbear! I was mostly looking to get into older formats because I enjoy that type of gameplay way more than the more board and creature centric gameplay of new magic sets these days, for standard I used to borrow all the cards for tournaments anyway. Also most tournaments around here appear to not be standard except for FNMs.

Modern does look to be interesting, I think I faintly recall it being introduced at a pro tour, with an extensive ban list to appease those players who don't like combo decks, but then everyone died by turn 2 anyway. :D But since that's not the case anymore, it should be interesting! I appreciate you turning me into that direction.

I think I'll try to check out some tournament vods to see what I like most.

E: Actually I really want to play Mono U storm in Legacy again, is that still a thing by chance?

IDK if it is the same thing, but there is a deck called High Tide (sometimes called Solitaire i think) which is Mono U that kills with Brain Freeze.

It has several kill conditions (Brain Freeze is good in that it can't be countered easily) but it also uses Blue Sun's Zenith.

Omnishow is another mono-blue combo deck.

If you're looking for cheap/affordable "control" then you want to stay away from blue variants unless its mono-blue (and even then)

But to answer your question--variations of Miracles is your best bet for old style control.

It's pretty impossible to get a full deck for 1k unless you go for budget options, I think Dredge is still decently priced outside of the Lion's Eye Diamonds, pretty sure you can still build it for under 500, but that's a metagame deck as you either just win against everyone or you just lose 2-1 (exaggerating) as the deck is just a sideboard tax, if they pay it they'll most likely beat you, if they don't you'll most likely win. However, nobody is really playing any Magic for that deck.

Extended is no longer a supported format as they reduced the card pool and then ditched it for Modern.

Painter, MUD, Merfolk, Burn, etc... All are highly competitive and will only cost about 200-300 bucks. Dual lands + fetches are usually the clincher as those will cost you $500-$1000 depending on your color spread.

burn and merfolk are reasonable decks in that price range, but i would guess that merfolk is more up your alley, especially as the expensive staples(fow, true-name nemesis, sometimes wasteland) are also staples in the more controlish blue tempo, control or midrange decks

Uh those decks are not that cheap. MUD, Painters, and Merfolk in Legacy are all well above that. Although if you use Shocklands and a couple of other asjustments in Burn then you can push down the cost to around the same cast as the Modern version of the deck.

Spoiled: Hedron Archive 4 colorless, Tap for 2 colorless, pay 2 and sac, draw 2 cards. Basically halfway between Mind Stone and Dream Hedron.

Omnath, Locus of Rage 3RRGG, 5/5 Legendary Elemental, Landfall: Put a 5/5 GR elemental into play, Whenever Omnath or another elemental dies, 3 damage to target creature or player.

Costs 7, but he's a boss if you ever get him down. Quite good in 1v1 commander too.

Defiant Bloodlord 5BB, 4/5 Flying Whenever you gain life target opponent loses that much life.

Best part about Bloodlord is the fact that Drana is on his flavor text, so we might see a new Drana.
