To get strength, you must be in Ecruteak city

Then head east out of the city and get out of the gateway. Continue traveling east till a Hiker comes out at you and gives you the HM strength.

You've been in Ecruteak. That;s where the Towers and the Ghost Gym are. I remember now.. You basically walk like 10 steps after you leave the City going East. I think ;o

I read somewhere that it's not really worth it. You get a few items (and a rare but mediocre pokemon?). A lot of hassle for little reward.
