I wouldn't go as far as to say that all is required is that particular subject matter, but some weight carried in the words has always been a big part of hiphop. With few exceptions hiphop has regardless of subject matter been the arena of working class, disenfranchised black people, and more recently been adopted by other cultures. It's not just a style of singing. Legitimacy as a rapper is subjective, but I think as someone who has been listening to it for 25 years or so I'm as qualified as anyone here to pass judgement.

Rap in its basic form is just a tool, a way to portray or lay out information. The legitimacy of rap is more so the framing of subject matter, often about social constructs, philosophy, political discourse (to a lesser extent) etc etc.
