Why that scene instead of like the tons of other awesome ones with Narukana? Also skill descriptions go~

Desu girl. I don't know what's her real name but she's a meme. Rozen Maiden is the anime she's from right? It's a great cosplay. The clothes aren't plastic, lol. Neway, maybe it's some kind of anniversary for the anime, or they announced a remake or another season? Another possibility is that the girl is some kind of idol(singer or voice actress?) coming out of the closet saying she loves Rozen Maiden?
