Shizuku is an A-rank knight from what I recall so it's fine for him to teach her. The system is just there to control people and make sure they live "harmoniously". The point of the interrogation is to make it so that ikki " admits" that he is doing something wrong by going out with a foreign princess
Kurogane family controls the japan branch for the magical knight association thing. There is a way for Stella's father to intervene (which he is trying to do right now) by going to japan and meeting directly but he can't do that if he doesn't get to japan. Actually, it was ikki's plan to delay for as long as possible until stella's father came so that he could tell him his story and convince him to take his side. If that happens, then the charges have to be dropped. The reason he has to fight Raikiri for next fight is cause Akaza(fat toad guy) knows that Stella's father is coming and stella's father is interested in that duel.

His family believes that if you're a shitter F tier but you strive to improve yourself, you'll start to mouth off and write cheques that your shitter F tier ability can't cash, which will cause the whole foundation of the militaristic magic knight thing to be undermined by having non-skilled magic knights around. Shitter F tiers aren't meant to enroll in Magic Knight school because they don't have the capability to pass. Ikki is trying to pass and hasn't accepted his shitter F tier status, which is why his family is doing everything they can to fail him, so he doesn't upset the status-quo that they have to endorse as the heads of the Japanese Magic Knight branch or w/e.
Ikki just gets a pass because he has MC powers and while being objectively rated at shitter F tier, has the skills/gimmick to let him compete against higher tiers which is why it seems so unfair. IMO from a in-universe perspective he's probably the only shitter F tier out of hundreds or thousands who is actually capable.
