Even Overlord's vol 5 is pretty slow and has an unsatisfying ending as it just sets up for vol 6. I like Overlord, but it still seems like a weird power fantasy with no real objective. The one sided battles can sort of be compared to Gate, but Gate's story is about diplomacy between two different worlds while Ainz in Overlord is randomly exploring. Not that there aren't close and interesting fights in both series later on, but with Gate there actually seems to be a purpose with what's happening even early on.

Both novels are just power trip that doesn't have much besides entertainment value, so...
Though vol 9 at least shows some sign of actual event progress, we will see where that lead

Pina Colada is laughably incompetent. Shes too incompetent to even feel sorry for. How people can even consider her for "best girl" is completely beyond me.

Pina Colada has no experience and lived sheltered and also kinda ostracized it seems so its not really surprising that she is incompetent/naive at commanding a battle for the 1st time when using mostly untrained civilians and her soldiers. All depends on her development. At least she is eager to take action and do shit (while also seeming to be a "good" guy even though her father seems like an evil shit). Shes done a hell of a lot more then the mage and elf already. She does have the air of the "good and honorable character that sticks to the book but always come up short in the end" types.

Steph, just like pina colada is getting the short end of the stick nonstop despite actually putting in a lot of effort to rule the kingdom while sora & shiro do their stuff. She also tried to become ruler of the kingdom after her granddad died, which boils down to her trying as well. Wether it's to the point that she's made fun of for hime as well has yet to be seen. So steph as well also has the "she's actually done a lot more than elf&mage" and "always comming short despite trying with best intentions" covered.

Didn't she really only fail once during the siege of that town? After establishing her knights she wasn't allowed to do anything and this was the her 1st time in a real battle, outnumbered, with only a handful of trained warriors. So "constant failure" really doesn't fit her imo.
As for Toad, Steph is comedy fodder. PC isn't sitting around getting shit on by the guy she loves all day for laughs, she is frustrated at her circumstances and is using her knighthood and herself to prove her worth. Steph fails at pretty stupid shit (for the comedy) but is highly competent at actually running the kingdom under the siblings. PC hasn't even had much screen time yet so its impossible to really know where she is going while Steph's role is already cast.
The characters are only similar at a base level but the stories are completely different in tone and genre.

I would argue she and her knights weren't allowed to do anything, since the king probably figured she would bungle it if she tried.

My understanding was that her father didn't give her much, if any missions and probably saw her knights as incompetent (or unable to do anything) despite not having much to go on. I mean, he even tells her that she can prove that they aren't her play thing or w/e phrase he used.

That could be true, but there also seemed to be a bit of a bias against her existence that the king had (is she an illegitimate child? Or just one who is way down the list of heirs? I don't remember). Which is why he gave her that knight to help who wasn't of noble birth. Her knights seemed well trained at least. Too early to call yet but as Bigfan said she really didn't have any chances to prove herself (as noted in the flashbacks when she was complaining about having to always do honor guard).
