It's definitely a bigger stretch for DD to make clones than Robins. Robin can make duplicates of her own body while DD controls strings. So when Robin makes a clone she just duplicates her whole body, while DD somehow makes a perfect string body of himself, with color and lifelike movements.

FYI the string fruit is actually a combination of four other fruits:
1. The Kama Kama no mi's cutting ability
2. The Fuwa Fuwa bo mi's flight ability
3. The Hana Hana no mi's clone ability
4. Laffitte's mind control ability
That said, the string fruit is actually the most overpowered hunk of junk that we've encountered in the OP universe. It takes some of the best abilities and combines them into one with shoddy justification at best.

Its a stretch to say its a "combination" of those. The Kama Kama no Mi isn't canon, anyway, plus lots of Devil Fruits allow people to fly, many of which better than Doflamingo's. Plus, as far as controlling people goes, Doflamingo controls people with his Devil Fruit in a similar manner in which Luffy controls people with Gomu Gomu no Mikata Robo. But DD's fruit is undoubtly strong and versatile.
I still think Kuma's is the most OP.

Kuma definitely theoretically the most OP, even over Kizaru (unless I'm misunderstanding his ability). Kizaru seems to take some time to transform into light particles, and therefore has time to be interrupted. Kuma literally teleports and can send anyone anywhere in an instant, barely any cast time aside from putting his hand in the appropriate position before teleporting.

Maybe when Oda design Doflamingo , he design it with puppeteer in mind? Mastermind control behind the scene?
That why he has string ability , able to control even strong people like Jozu , and also a single clone for himself . . .

Its weakness is that the strength of the limbs are equal to her own and when they take damage/status effects she receives them as well. Though we haven't really seen her fight anyone of consequence since the time skip so who knows how Oda will place her newer skills on the relative power scale.

She could spawn a hand inside someone and squish their heart/lungs/brain.
Even with Doflamingo being a puppeteer, there's just too much shit he can do. For example, in Naruto puppeteers are exactly what they sound like. They can't use their strings alone to kill people and they can't fly. Also they can't create clones of themselves on command. I mean they can through some other jutsu but it wouldn't be a puppeteer thing. Doflamingo can pretty much do anything. Heck, even bird cage is ridiculously OP. Creating giant unbreakable prisons? That could be a fruit in and of itself... oh wait that's what Barto does.
What's even stopping do flamingo from creating giant string golems or moving huge objects around with his strings? Next thing you know he's going to be a string logia, letting shit pass through him and wrapping around stuff.

Yeah the whole 'birdcage' thing is a bit suspect. I feel it story-wise, but not fruit power-wise. Just doesn't make sense that DD is able to make something like that from just string, when there are some stupidly powerful people/fruits inside of it.

noone strong has tried to break it though since everyone who is strong doesnt want to escape, could be that anyone could actually easily just walk up to it and bend it out of the way

Not at all, to teleport other people he has to melee people by physically paw the person in the face, his teleport is not instantaneous people would fly in mid air for long ass time when they are being teleported And he can only teleport people to places he know how far and the direction relating to where he's located currently. For example, he can't teleport to Shank's boat because it's a moving object that he has no information on. He teleported to Gekko's boat because he know it's located in the trangle for god damn as long as Brook has been a skeleton.
There is only one Most OP power in one piece, and we all know which one it is.
