CP0 is indeed the strongest of the Cipher Pols. The bit where the confusion of CP9s strength is that in the manga they said that THIS generation of CP9 that the Strawhats faced were the strongest CP9...not the strongest of all the CPs just their own organization. The only reason CP9 is secret is because they are Government assassins unlike CP1-8 which are just investigation organizations. SO i think its all still good? Its generally kind of early to tell since no body has faced the CP0 yet and we haven't seem them since they were introduced/that tiny flashback of their announcement. /shrug | ||

I doubt they need to ask for their "permission" to use a golden den-den mushi. | ||
