Honestly the thing that Cp9/0 shows that most OP wankers will not accept is that the OP world cocked up with the whole powerlevel shit. Pre timeskip characters have turned out to have reached the top tier of the New World and be even be higher than luffy.

Crocodile, who was the first major person to be defeated, thought that WB was a fucking imbecile for even being hit by squard! I mean that alone means that the New World balance be skewed.

I guess an anology to my problem with CP0 is this: Imagine if all the sudden, out of nowhere, a new group of Marines was revealed that were stronger than the Admirals. After all the build up of the Admirals being made out to be the strongest military force of the Marines, creating a new set just to be stronger than them would be pretty bad, right? Or imagine what if a new group of Pirates stronger than the Yonkou were revealed out of nowhere? In my eyes, this is what happened with the CP9/CP0 thing.

Would all your issues with it disappear if they were simply not named CP0? Like instead they were called "super secret bad guy group who work patrol the new world".

Sure. My issue is that their existence contradicts with what had already been established, or at least heavily implied (CP9 being the strongest of the Cipher Pols).

I totally get your point. Dragonball turned into shit because of how SSJ worked. A new villian? No problem i just use SSJ2 instead of SSJ1, which could turn out to be a problem in OP aswell. CP0 got destroyed? No problem here is CP0+ or something like that.

Isn't CP0 more like a group of executives?
I think CP9 was definitely strongest fighting wise, but CP0 has more authority (more people like spandem)?

Would it make it better if you believed oda planned it out like that from the start? I don't see him saying 'oh shit, thats right i got cp9 beat in the biggest fight when the manga was less than half done". They're agents of the nobles directly, every regime has these personal body guards that acted as part of the military but only took direct orders from the leader themselves. I'd assume admirals couldn't order these guys around.

One question though. If they are weaker than CP9 in terms of fighting power, how are they going to affect anything now that people know that they are at Desrossa. Secret agents that are weak in terms of fighting power and no longer secret makes little sense to me.

I highly doubt that an intelligence agency can command cross-branches.

Considering Spandam got his hands on one of those golden den den mushis it's not out of the question that someone in CP0 could too.

I guess that is right, but if i remember correctly Spandam was not supposed to initiate the Buster Call.

Anyone who gets a golden snail gets also the full authority to use it. Spandam just had no need to call one

You could also argue that anyone who has to be given a golden snail, does not have the authority to use a Buster Call by default.

From what i remember and double checking the Wiki...

CP0 is indeed the strongest of the Cipher Pols. The bit where the confusion of CP9s strength is that in the manga they said that THIS generation of CP9 that the Strawhats faced were the strongest CP9...not the strongest of all the CPs just their own organization. The only reason CP9 is secret is because they are Government assassins unlike CP1-8 which are just investigation organizations.

SO i think its all still good? Its generally kind of early to tell since no body has faced the CP0 yet and we haven't seem them since they were introduced/that tiny flashback of their announcement. /shrug

Technically the World Nobles are way above Admirals in terms of authority, since they have the ability to summon and command around them like dogs. I doubt they need to ask for their "permission" to use a golden den-den mushi.
