Rayleigh said that he, and the rest of the crew were never captured, and Roger gave himself up. So Rayleigh never spent any time in jail. And his bounty is technically still active, though the marine doesn't usually try to capture him, since he's massively powerful, but doesn't cause much trouble, so it wouldn't be worth it to expend that much manpower.

Garp says he has "lost power lately" before throwing the canonballs to the Sunny at the end of the water seven arc.
As far as Rayleigh's bounty, it still exists, he mentionned its existence and his desire to have it tore up when facing Kizaru.

Didn't Garp say that they shouldn't tell anyone about finding Rayliegh before the Whitebeard War becuase the Marines "couldn't fight 2 legends at the same time" or something? Seems they just don't want to invest in capturing him.

This isn't Django. D's in One Piece are not silent.
There is little doubt though that Garp was stronger than the admirals before the timeskip(and maybe still after it), including Akainu. Remember the amazing and unstoppable Marco D. Phoenix discussion? Kizaru, Aokiji and Akainu couldn't graze him. Then Garp punched him out of the air. A punch so hard, the Marco discussion was blown right out of this thread and never appeared again.

Did they say they got a bunch of them? I don't remember but the Strawhats sure have met plenty of people along the way who were a part of Roger's crew.

Aces mother also evaded capture, purely because she was unknown to them and cemented her yoohoo. Theres been no mention of anyone else related to roger being caught / hunted by the marines, it was just stated that they did.

Luffy met Shanks, twice even. Once before Luffy became a pirate and once during the Marineford War. Before anyone says "It was only Luffy, it doesn't count" keep in mind that most of the Strawhats never met Buggy or Crocus either.

1.. Luffy didn't meet Shanks during the war. 2. Slaughter said "along the way" so I only counted the actual journey as Strawhat Pirates not anything before Luffy set out to sail.
