Also, after your bounty gets really really high, isnt there no longer a reason to increase it? For example, doing something crazy for a million dollars and doing something crazy for 2 million dollars doesn't really change the amount of things you would do. For 2 million you would probably do what you have done previously... | ||

Even 100mil considered to be huge amount for a bounty, so I don't think we need to expect something even more outrageous. Since we don't know what the highest levels of bounties are, I don't think we can make any judgment that 400mil is too low, when its the highest we have seen now. Additionally, at Marineford when it was revealed that Luffy was the Son of Dragon, Garp made a comment like "Luffy is already a notorious outlaw, so this additional title doesn't mean much for him", or something like that. I guess the inactiveness contributed as well, but I don't think 400mil should be treated as low or anything. | ||

I dont think they have used the words "most wanted", but I'm pretty sure he is mentioned as "the worlds most dangerous man". Considering how the world goverment gives out bounty based on their threat/what they have done he might be, but afaik there has been no mention of it so far. | ||
