I was thinking of Enel. Listening to some people about him, he's like the most powerful character ever, and yet he had his ass kicked so hard. Buggy could have been a good answer too, but he's too cool to be the strongest of this universe. I love how Oda gave him a crew where a good number of them are stronger than their captain. Buggy Yonkō would be my wet dream. | ||

Buggy is already #1 Shichibukai. Besides, what good is one man? Luffy would have died a million times already if not for his crew. Even if Buggy's only power is his crew, he could probably take out Crocodile on that alone. I also totally expect Buggy to have conquerer's haki. It is the haki of the king after all...and it would be hilarious and very Buggy-like-unexpected. I'm curious what's happening to Croc now. I was actually hoping he'd turn up for this Doflamingo arc. | ||

I do believe Buggy will be significant, because I don't Oda would have announced the "new Shibukai set" after Marineford with no plans of reintroducing them later on in the series. Enjoying the Oda Ride. hehe! | ||

And the disastrous discussion they're freaking out about is nowhere in sight. I sure hope that the dwarf army story is continuing next. I have this idea in my mind, that the toy transformation is done by a little girl with a devil fruit. I think that's unlikely though, as apparently there were living toys in Dressrosa before Donquixote Doflamingo arrived. | ||

There are some other obvious ones, too. Moria, for example. I thought he was incredibly weak considering who he is supposed to be and what his powers are. | ||

In general though I didn't find the Foxy arc that interesting over all | ||

I wonder if he'll come back someday. Foxy felt like such a filler arc character. I started off watching the anime and then went back and read the manga and was very surprised when Foxy actually showed up in the manga. He's definitely one that underused his fruit, partially due to his own physical weakness. There are many others that really barely scratched the surface of their fruit or completely underutilized it during the fight vs the Strawhats. Many characters could come back and be significantly more powerful if they trained as hard. | ||

The fishman with the fruit that lets you throw things. Only at the very end of the fishman arc did he throw anything more interesting than a throwing axe. You could throw And the only interesting thing he ever threw was that ship. edit: apparently he did throw people, though I do not remember that | ||
