It's not that he's not strong enough, it's that he doesn't care. The only thing he cares about is sword fighting. He doesn't care about wealth, power, titles or any of that shit. He only cares about fighting with his sword. The only time he didn't seem bored during the Marineford war was when Vista came to duel him; because Vista is an excellent swordsman. He became Schibukai so that the World Government wouldn't "mind" him dueling anyone he wanted, ie he could do whatever he wanted without being bothered. He does just that. Also his title would allow him to potentially attract strong opponents to fight. Because that's all he cares about. Fighting with his sword. The rest is irrevelant to him. This also describes Zoro, which is why Mihawk didn't kill Zoro and said that he would wait for Zoro at his peak. It's definitely lack of ambition, he doesn't care about being Yonko. In terms of strength, I think very, very few could actually rival him. | ||

"laser beams" that shoot straight and at the speed of light and it could be argued that he can shoot tons of it since he is Logia. But since Kizaru is Admiral he will have godlike Haki.. Enel would loose to any Admiral+Yonkous+some other op caracters like Luffy.. | ||

€: Kizaru would 1 hit Enel, if he was to fight the enel that lost to luffy 2 years ago (he fight have changed and appear again, who knows). That doesnt mean Enel's Fruit is weaker - its probably stronger | ||
