One interesting thing no one seemed to consider, what if this is a copy of the Darkness Fruit? :O Although I know there's a small chance and they seem to behave differently I think it would be a great twist. EDIT: Since the flying powers were in quotation marks in the translation it might be just actual wings it is referring to? Or maybe it was just out of their knowledge at the time what other kind of Fruits some people in the New World had. It's not like there's a database or anything, right?
there aparently is something like a database of Fruits. thats how blackbeard knew about the darkness fruit and decided to join whitebeard.
sanji also gained knowledge of the invisible fruit that absalam uses with that book.

Last 2 panels show that some on lookers are disgusted because the DD name is getting disgraced. Then the cheaters say this is sure easier without Buffalo (the helicopter guy) around. Thus imo implying that the guy they are swindling is affiliated with DD.
And they could be referring to the guys cheating the blind guy and saying that cheating disgraces the DD name.

The swindlers refer to Buffalo as Buffalo-san
The others are also shocked that Luffy stood up for the blind guy, because of who he's up against

I am pretty sure that Buffalo would have stopped them from swindling the blind guy, hence why it's easier when he's not around.
Since the blind man seems to be from out of town, I think the onlookers are disgusted that residents of Dressrosa are cheating a helpless man, not because the guys work for Donqixote, but because Donqixote is king of Dressrosa and his subjects are a shame to the people they are affiliated with, i.e. their king Donqixote and the people of Dressrosa.

I just had this thought, so its Kaido of the Hundred Beasts, I've been wondering what kind of ability he'll have, I wasn't sure since it seemed like the title mostly just referred to his crew, which would be filled with Zoan fruit users.
So I've got the flu and am therefore slightly delirious, but I'm gonna call it here,
Kaido's devil fruit is a legendary Zoan, Chimera Chimera fruit or whatever the hell they'd call it.
Seriously though, if noone else called that before me I got dibs on that notion.
EDIT: Would also be cool if he was somehow an awakened Zoan who retained control over his consciousness.

So the Evil Black Drum Kingdom must be in the new world where we know Caribou is. We also know Caribou stumbled upon a weapon factory from chapter 701 and we know that Wapol has factories as part of his company Wapol Konzern. He is either overtly building weapons for the world government or he is covertly building weapons for pirates likely through Doflamingo as the broker (or he's doing both). Doflamingo seems to have connections to upper echelons of the world government beyond his Shichibukai title, so he may have pulled some strings to help Wapol become recognized as the king of the Evil Black Drum Kingdom.
The city of Acacia in Dressrosa shows some similarities to the place Wapol was at in chapters 236-262 in clothing and architecture, especially the number of bridges, and of course the moving toys. Wapol's kingdom is likely either a part of Dressrosa or could be the whole island of Greenbit. The lack of concern in Acacia over Doflamingo abdicating tells me that Acacia is probably a part of the Evil Black Drum Kingdom and Wapol is probably king in those parts, even though he's just a puppet for Doflamingo. The thugs in the restaurant have a similar look to Wapol's men in chapter 635 so I'm guessing they are some of his enforcers/police and without Buffalo around to keep them in line, they're abusing their power.
I would bet that Doflamingo abdicated his throne along with shichibukai title, despite not being one of the stipulations, because he knew he could still control all of Dressrosa through Wapol as his pawn and this would keep the marines out of his business.
The blind man is almost definitely Fujitora. My only question is if he's the new admiral (he has the name convention) or someone else very special within the marines. I believe observation haki works such that you get a strong instinctual feeling, but can't know for certain based on it. So his haki is allowing him to correctly guess every spin of the wheel, but the thugs can still cheat him because he can never confirm his instincts. His fruit seems like a paramecia gravity fruit, but possibly imbued in his sword, rather than his body.

Hm, is it possible? Moria hates Kaido probably even more than Luffy. It wouldn't be shocking to see Moria re-appear when Luffy fights Kaido. Moria could potentially pump Luffy up by giving him a huge batch of shadows to turn him into Shadow Luffy again. So it's possible.

What the character said (some guy on Alabasta talking about Pell the falcon) was that there are only 5 zoan devil fruits which give the ability to fly.
