Smoker is Logia.
And yeah, Logias are arguably the strongest fruits in average, but its not like these people are untouchable. And its not like a logia on a total weakass makes him any strong either - compare smoker when we first saw him to Akainu - completely different level of Logia-usage.

while its true that theres a certain level that jsut eating a logia wont make you any stronger (the level of people who know Haki) for someone in say the first half of the grand line or in any of the other seas just eating a Logia is enough to make you untouchable, just look at Eneru noone there knew how to use offensive Haki and he takes over a country

Hes Logia. Haki allows you to land blows, but even then, Logia users like the Admirals were able to have counter-measures to Haki attacks at Marineford. So its not like Logia-users can't do anything vs Haki.

Yeah but eneru logia is almost godlike, if he trained enough he could be a Kizaru or even stronger.

well ya they can jsut dodge or parry the blow like everyone else
if logia users had a way to actually nullify Haki and slip past then Kizaru would have slipped past Raleigh and killed Luffy

my point is that the effectiveness of a logia is increased exponentially depending on your opponent, against someone skilled its more effective then most DFs but against someone who cant use Haki and cant come up with a magical counter like Luffy did a Logia literally makes you invulnerable
if someone like smoker or ace who dont seem to have natural enemies apeared in this world they would be able to single handedly take it over

Why would the government accept him as shichibukai, it makes no sense. After all it was only due to him that luffy survived the war and they REALLY REALLY hated to have luffy survive...
