Crocodile was using his Devil Fruit to withhold the moisture in Alabasta and cause the drought. We know that this is the ability of his Devil Fruit. When he is defeated, rain falls, because the moisture that he was carrying around got released. Kind of like how Sugar's defeat brought back the toys. I mean, it makes sense on paper. Where else did the water/rain go, if not with Crocodile? He didn't have big tanks that he was using to hold all that water or something. Also that means that he was fighting Luffy with a handicap, that of carrying 2 years worth of rain of an entire country with him. That's a lot of weight. If that handicaps Crocodile, it makes Luffy's victory all the more consistent with the power levels of the story. | ||

second: all devil fruits are shown to have at least some upper limit or capacity; their utility is not endless. buggy is not able to levitate endlessly outside of his shoe's range. even luffy's ability to stretch was near a breaking point when he tried to snap his arms free of his restraints in big moms prison. third: wouldn't that just make the dance powder element of the story redundant if it was solely crocodiles ability? fourth: does it really matter? how would that application be reasonably depicted in the future without seeming absurd? If that handicaps Crocodile, it makes Luffy's victory all the more consistent with the power levels of the story. thats exactly what dance powder does, it focuses all the rain in a specific area http://www.mangareader.net/one-piece/161/9 which is why the capital still got rain and why Baroque works had there dance powder ship there also if he was holding it in like Sugar then the first time he went to sleep it all would have spilled out everything about the rain could have been done using the dance powder, theres no reason for croc to take the rick of going around the country sucking up water like that | ||

That's the biggest support for the crocodile theory unless he specifically aimed for it to rain after the rebels and royals were all dead and then take credit, or there had just been enough time since the last time it was used that its effect wore off theres nothing implying that Croc is storing the water he absorbs inside his body | ||
