Pretty sure you can't go any higher than that in the intelligence sector. Point being, these are some of the biggest bad-asses of the WG so a single shigan from them is a big deal. | ||

Spandam isn't a criminal overlord or whatever that guy is. He is a government official who isn't expected to fight, as opposed to a criminal overlord who has to fight his way in the criminal world. It simply doesn't make any sense in the One Piece world. Every single head of a criminal organisation so far is made out of the likes of Crocodile and Doflamingo. It only really makes sense if he had loyal bodyguards to do all the fighting for him. Perhaps that Stussy had propped him up to that position but there's no indication that is the case. | ||
