Exactly it's sales ranking it does not say what the viewers feel. Of course people still watch the crap for closure. And of course there are also some fanatic still thinks the show is great.

In my opinion, Bleach at its best was better than Naruto at its best. Right now though, Bleach is without a doubt worse than Naruto. Naruto has a semblance of coherence at least. Both have gone off into the end of Dragonball GT level ridiculousness though. All that's left is for Ishida/Ichigo and Naruto/Sasuke to do a fusion dance.

It just seems to be the order used for this week for the Jump, even if it gives us an idea of their popularity overall. Even Bleach has some lead color/center color from time to time.

However, there is still a very low possibility that it can be axed. Since frankly speaking, Bleach is actually awful now and the storyline is not coherent and the fights are very uninspiring. Its not surprising that the popularity of Bleach is being at the bottom tier list for a long time.

It is not sales ranking, it is ranking on Shounen jump. You have no idea how it works.
From what I know, every shounen jump you buy, has a post card. On this post card, you get to choose 3 manga you enjoy the most, thought was the best or the manga you want to see more of in that series of weekly jump. Then you mail these post card back to jump. It basically to create friendly competition amongst manga artist in jump. If you fall under top 10 or even is low rank for quiet some time, you will get axed. Like some people said, Beezlebub was a good example of a popular manga that got axed pretty recently. The most recent manga that got axe was Tokyo Wonder Boys (which lasted 2 month?) and that manga was just god awful.
Bleach has been on the bottom of the ranking for over 3 years now (roughly after aizen defeat) and the only reason it hasnt been canceled was due to it past popularity. Which is why it is given more time for a proper ending and a chance to fix but obviously Kubo has no idea how to fix it. You think Bleach is on its last arc cause it wants too? Evidence from it ranking in Jump will easily point out that it probably a decision from the higher up. Of course it took Bleach years to get to it shit ranking now and I wouldnt be surprise if Naruto continue for 3 more years it probably be in similar situation as Bleach since it quality is also deteriorating but to put Naruto on the same level of shit-ness that Bleach has compiled for over 3 years now is a bit of stretch.
I could link the volume sales too but that too much data but I will say that despite bleach shitness, it still #6 on most sales. Which is pretty damn impressive if you consider all it competition but it spiral downward fast on the sales.
