Not only is it not the rule, but often people hide their strength (like Kakashi and I guess Gai, too) what you say is true, since we know the previous Kazekage wasnt much of a fighter (the mizukage too i think), but irrelevant, since we know that the Kages that are present are overpowered (or were until this point) and the strongest shinobi in their countries. Save for the Hokage obviously, but since she's primarily support, it shouldnt matter as much.
Actually this is the thing that pisses me off the most, animes/mangas are prone to enter in this phase of super overpowered shit being thrown around, and was expecting to get here, but it's silly that 5 of the absolute strongest shinobi alive (top10 among the living for sure) get trashed no problem. It s just unrealistic, i get Naruto leveled up and the enemy has to be imba, but it's inconsistent and boring. OMG ALL HOPE IS LOST, then naruto comes and saves the day (maybe assited by kakashi, duh...)

I will say, I still really hate how the kages can't hold their own, yet Naruto, Bee, Gai and Kakashi seem to be holding their own vs Madara AND Tobi. Umm, Bee, Kakashi and Gai are just plain stronger than the Kages individually that's why. And luckily, Kakashi and Gai got restored back to 100%. It also helps when you have the most haxd ability ever, Kamui. The most versatile Mangekyo ability we have ever seen. Since it's been agreed upon in the narutoforum battledome discussions. They can defeat each Kage individually, but not all at once. However, the battledome thinks that Kakashi can defeat each Kage 1 vs1 and defeat all of them in a row seeing as how he can casually do 5 Kamuis while being exhausted from previous fights. His hardest challenge would only be Ei and Onoki, but with his current Kamui feats, he clears them as well. But like I said, this is all 1v1 in row, not 1v5. Anyone want to explain what happened in the fight? Why did the octopus lose a leg?

Then the 9-Tails flew Kakashi and the Naruto clone over the 10-Tails body. While over it, Kakashi Kamui's back the 8-Tails in mid-air, then charged up a Bijudama aiming at its eye.

Kamui is a ranged attack that sucks stuff in but takes time since Raikage moves so fast and has his special technique that makes it impssible for the Sharingan to follow it since he negates most of the muscle movements Kakashi will never get enough of a bead on him to use that
the other technique is unnamed and is a close range absorbtion while taht COULD work but since RAikage is gonna run circles around Kakashi hed never pull that one off either
Obito has had the success hes had because of the third technique that pretty mcuh makes him untouchable while its on so he can try for the 2nd technique as often as he wants and if hes in a bad spot just mulligan with the 3rd technique
Kakashi cant do that so would 100% get nailed by a Lariat
i dont even think he could manage to take down Oonoki who could dodge the Kamui better then Deidara did and blow Kakashi apart from range with dust technique

Agree with everything you said except for Oonokie part. When he used Kamui on Deidara you have to agree he could barely control the thing and he was struggling suck him in. Kakashi has now shown he's formidable with the technique now and Deidara would've been instantly killed.

And the 4th is a bit overhyped. He was king at killing fodder and his biggest 1v1 victory was against his 14 year old former student. He had a few really haxd abilities in FTG, Shiki Fuujin, and uzumaki seals, but he lacked nukes and any real destructive power. His most destructive move is plain old Rasengan....
In the end. this fight will somehow end in a new rasengan variant. Senpo Cho FutonBiujuRasen Tarengan here we come.
1) the 4th was still relatively young and was still inventing new techs (hadn't yet mastered the final rasengan transformation) and 2 everything we have seen from him has been impressive as fuck. His speed was unmatched, didn't the rainkage say that he was too fast even for him? He was also a genius at tactics he didn't need huge nukes when you can instantly tele around and hit people before they even know the attack is coming. Rasengan is still a decent mid size nuke. I mean think about it. He was so fast that he got around Tobi's auto defense.

I just had to interject at least.
I agree, speed and power wise, Kakashi can't compare with Raikage, perhaps when it comes to energy blasts, also against Oonoki. But don't forget, Kakashi is a copy ninja, meaning the Kamui isn't his only technique. See unlike Obito who we see only using the three you mentioned to attack/defend, Kakashi has other techniques.
And if I recall correctly, the only one faster than the Raikage was actually the 4th right? And the 4th was only able to evade Obito and manage to do battle with Obito because of his spatial technique which allowed him to transport in between points instantly, negating the need to "accelerate".
As such, you could theorize that the reaction required from an experienced sharigan user when using Kamui is of course different. We've seen instances of speed not just being physical but also chakra based as a technique. So the "reaction time" might not be as far off as one would assume from a "realistic perspective". I'm not saying you are wrong, but I am not saying you are right either. Because there has been no battle between the two that we could consider canon. Also, technically the Amaterasu did hit the Raikage, or he let it hit him so one could argue that the Raikage doesn't tend to avoid certain attacks with the belief he could handle/take it.
Just my opinion, I know its not also canon.

With his current feats he can basically insta warp anything or at least appear instant. He absorbed Naruto at his high speed and even caught Obito off guard because of the speed the Nardo clone was warped at and also absorbed Bee near instantly.

If Obito wasn't there, he could just KamuiGG Swagdara and Juubi instantly no problem. Plot aside that is.

There is a huge difference between kakashi and tobi's Kamui. Tobi's Kamui is instant warp but he has to be in physical contact with the person, Kakashi's Kamui can be use as a sniper rifle from butt fuck no where, but it is not instant like Tobi's. Raikage's synapses fires at lighting speed that is able to escape even Sasuke's Amateratsu, there is no way Kakashi can beat raikage in a fair fight. However Ninja battle is not about fair and square, Kakashi can totally warp Raikage into the other dimension while he's sleeping and leave him there for a month and starve him to death

New naruto omake:
Kakashi hiding behind Raikage's curtains in his room waiting for Raikage to go sleep.
Only to find out Raikage is such a hardass he doesn't go ever sleep.

the eye Obito kept lets him phase some of his body to a different dimension to "slip" through attacks
the eye Kakashi got allows him to phase other objects at distance to a different dimension
and both eyes can phase things that the person is touching to a different dimension and bring things from that dimension back to the real world
so Kakashi can both phase things at a distance and by touching it thats how come he could suck in the Hachibi and spit him out

kakashi + 9-tails chakra = tobi's auto defense on naruto

anyone else thinks Kakashi's eyes got different powers just because to not make it obvious Tobi = Obito since the beginning? :p

Itachi always used right eye for Tsukyomi and left for amaterasu
he sacced his right eye for izanami and obito sacced left for Izanagi
so its not odd that Obitos 2 eyes have a special skill each

I think you are right on that last point, however, since he doesn't have the bloodline, he uses up considerable amount of chakra when he uses the eye power, I still don't think he can beat RainKage straight up without help.
Also what happens if you can't make physical contact with the rainkage cause of that lightning chakra armor he has on him. even Sasuke's Chidori was only able to make contact with skin. So Kakashi has to Chidori and then after he make contact and instantly warp. and that's under the assumption that he is fast enough to even land a hit to begin with. lol
